Good question. Each new update when reviewed in our Forums at the very top of the outdoor wearable watch you own, will tell you what each new quarterly update is fixing and adding to the watch. The manual in PDF form does not get updated and goes over what came on the watch when released.
For new information, our Fenix 7 series Support Center has FAQ's and new knowledge articles that will help you if you are using any of the new features being introduced during the lifetime of your watch.

It is just the HTML variant of the PDF and is not updated. We use our Support Center to keep everyone advised. The manual is always a solid resource for the basics but there is not a lot of depth since more about getting you going and providing basic understanding. The Support Center provides the higher level details on the features.

Correct and a good addition for the information. A watch "specs" page will reflect what features came with a new watch at the time it was first released. Depending on how long the watch has been available and how many new software updates have been released, will both determine how many more features and improvements have been added.
You can check here what beta fw:s includes. Latest has only fixes so earlier betas probably has all new features already (I think, but not 100% sure)
