for the fenix it says hold up go to settings go to activities
Activities does not exist

You could start the activity profile "indoor cycling". Then no steps will be recorded. Indoor cycling does not use GPS, and is therefore more battery efficient than the normal cycling profile.…
Activities is under Settings (the Gear icon) on the menu you're looking at.
The method that people use is to activate an Activity that doesn't count steps, such as Indoor Cycling, and stop and discard that activity when you want to resume counting steps.

It appears you cannot turn it off from reading further more recent posts

I have the same watch and I'm on the same version of the software -- the Activities menu is there.
I appreciate the reply i have activities and apps under settings and then no way to cancel activity tracking if you go into that submenu

Correct. The motion sensor (pedometer) cannot be deactivated.
