No. You will not need to pay. All of the worldwide TopoActive maps that we have available can be downloaded through using a Map Manager function on the watch with Wi-Fi or through using Garmin Express on a computer.
Note that there are two different types of "topo" maps. The - as Garmin Chris already explained - topoACTIVE maps, which are based on openstreetmap data, and the "real" topo maps, which contain official survey data. The "real" topo maps and updates must be purchased.
