If you want to achieve badge for steps do steps for bike do bike not two in one.
My suggestion is for outside any activity. During the day weather I walk or cycle in town, when going shopping, for some event or to go to work. I would like a opt-in option for MoveIQ to get cycling as steps.
If you do not record any activity, the steps are counted automatically, so it already works for you. You do not need any option, and no MoveIQ is necessary for it either. You'd just need to attach the watch to your ankle, because on the wrist the watch has no chance to detect the pedal strokes.

Currently does not count steps when not walking. Thus my suggestion.
As I wrote, the watch cannot detect any steps if you keep it on the wrist, and hold the bike handlebar with it. Hence, if you want to continue wearing the watch on your wrist while cycling, and in the same time having the pedal strokes counted as steps, then you will have to pedal with your hands, or tap the handlebar in the same rhythm. I do not know how you imagine that the watch could detect any steps in another way.

Sorry i don´t get the whole thing. You are not walking. There are no steps. What to count?
Should Steps also get counted within the car acitivity? Or swimming?
If you are not doing steps it should be the way for the watch to show exactly that, otherwise the data is just wrong. There are quite a few, Snowboarding, Skiing, Surfing, Kajak.....
Sometimes -as already mentioned- the watch would not even be able to record something similar like steps, because your arms arent moving. What should it do than ? Just a random counter? 1 km = 800 Steps per general, ....?

The only time I use the conversion is when participating in a work challenge where they use steps only. Otherwise, I just look at my total load for the day. If you are only concerned with your step count and not trying to track other activities, there are dedicated step counters that do count steps while biking. But, they are not really any good at tracking actual sports activities.
