Not that I've ever seen, I've only seen a setting for toggling the alert on/off, but not any ways to change its behavior.

But there is such a thing in my

"System settings" -> "Notification & Alarms" -> "System Alarms" - and right beneath  "Barometer for the Storm Alarms there is "Telephon Connection Alarm".

Right, that's what I said - there is a setting to toggle it on or off, but nothing else.
