When going to Maps/Around Me/Select Point/Review, there is a good 20 second lag when bringing the information. Usually brings up the information within 1-2 seconds.

100% agree. Most important should be the sheer count of information available in the map for the "around you" section of the map.
Also if you tried right after the update, there might have been processes running, even if you did the compulsory hard reset after the update. I observed a huge battery consumption right after the update even after the hard reset. That was back to normal 2 hour in but suggests that maybe something was causing additional load to the system.
Not only a 11.28 issue. Problem already started earlier for some users:

It's been going on quite a while now, people are posting about it in my Facebook group, it takes at least 20 seconds for me and lots of others, watches include, Tactix 7, Enduro 2,Fenix 7x from people posting at the moment .... Other maps can take over a minute to review.
The watches behave like they have froze and need to be hard reset, but it works in the end.

I see. It is not even a 11.2x issue so not related to the update.
Then there is only one way to get it fixed: open a case with local Garmin Support. Many cases for the same issue help a lot in raising priority.
That's right, it's been an issue in previous software.. I've already reported it to Garmin product support via email... but probably needs alot more people to report it yes.
