Difficulty Loading Playlists (.m3u8) on Fenix 7S Sapphire Solar

Is there anything that needs to be done to get my Fenix 7 to recognize playlists I've added?

Background:

MusicBee is used to synchronize songs (converted to .m4a) and playlists (saved using relative paths as .m3u8).
Music is organized using this template: Internal Storage\Music\<Album Artist>\<Album>\<Disc-Track#> - <Title>
Playlists are saved to Internal Storage\Playlists\

New songs seem to be recognized immediately after synchronizing, but playlists are not. I also recall having issues when I first synced music getting playlists to show up for the first time but I don't know how I fixed it.

Now, my issue is that playlists with added songs aren't showing them--the playlists still contain the same songs as before even though the .m3u8 file contains the new song and the watch added the new song to its library.

Before the Fenix 7, I had a Forerunner 645 and I don't recall having these issues with playlists. I think they showed up right away.

Well, I figured out that playlists need to be saved to Internal Storage\Music instead.

Now does anyone know how to reliably remove old playlists? The pervious iterations of these that I've updated still show up, and there's no obvious way of removing them. Now all of my playlists are duplicated except half of them won't work, and there's no way to tell without selecting it.
