Fenix 7 Sapphire Solar isn't counting steps. Always stuck at 0.

Check if accelerometer is working in the diagnotsitc tests (keep pressing the back button to cycle through screens until you see accelerometer data.
If nothing there while you move the watch, then best to return the unit if possible, else get it serviced, as it seems like an accelerometer fault.

I checked the diagnostic you mentioned.

For me, the Accel and gyro both are stuck at 0.All values are 0. Except mag which has some values.

Some more issues with the watch.

Pulse Ox never calculates any data. Always fails. Despite having a super stable non moving position. It doesn't calculate anything overnight as well.

Respiration data is empty as well.

Body battery keeps decreasing. Even after a good night's sleep.

Clearly a dud. Contact either your place of purchase or Garmin Support (this is a user forum with only some Garmin feedback). As it is new just get a replacement. 

Activity tracking is really enabled in the settings ?

There isn't an option for Activity Tracking, both in the watch & in the app.
I've tried exploring every nook & corner.

As per garmin's website, if your app doesn't allow you to disable activity tracking (/doesn't show an option), then it is considered always enabled.

This is a list of all the issues, out of the box (The watch just arrived yesterday)

• Steps counter is always 0. After walking a mile, and multiple other activities, the steps always remain 0.
  • Troubleshooting tried -
    • Checked diagnostics page as recommended by Shaman
    • Gyro - Always 0
    • Accel - Always 0
    • Mag - some values
      
      

• Pulse Ox never takes a reading
  • Even if the arm is super still.
  • No recording after a good 8 hour sleep as well.
  • Always claims "too much movement" when trying manual recording.
    
    
• Sleep Stats always 0
  
  • The sleep stats are forever 0, even after a good 8 hour sleep.
    
    
• Respiration Stats always 0
  
  • As the name suggests. (hasn't changed once since the day of purchase)

Once again, there is no "Activity Tracking" option, either in the phone or in the watch.

Garmin's twitter page has time to respond to everyone else's support request except mine.

The only help I'm actually getting is from the good folks of this forum.

The watch cost me 89K INR locally (Around 1100 USD)
Quite disappointing out-of-the-box experience.

The heart rate works ? The green LEDs under the watch light up or flicker when you wear the watch ?

Yes, the Heart Rate works. The LEds flicker as well.

It happens.
As somene else adviced you.
Looks to be faulty, contact your local Garmin service or shop you bought it.
We are only users, can give you advice but definitelly we don’t have power to repair it.
