Does it come with all its accessories, I mean the box, charger and band?
And does the dealer have the right to send me the watch only and take the rest of the accessories?

It depends on how long you have owned your watch combined with whether there is recertified inventory available in the warehouse that will be shipping to you in your region or are there only new in the box options. It is uncommon to receive a new in the box replacement after you have owned your watch 60+ days but that does not mean it will not happen. (There may also be unique laws in your state, province, or country that I am unaware of that will be a factor too.)
The averages I have seen our Fenix series being available as recertified is anywhere between 4-6 years after they were released. For example, the Fenix 5 series was released 5+ years ago but depending on the model a customer has, there remains an option to exchange to a recertified watch vs. the only option of being forced to go buy a newer series being built.

However, due to a battery failure, Garmin has already sent a new watch with all its accessories to the dealer. And I think the measure that Garmin took was to please the customer and to win him over. My question is, is it permissible for the agent to refrain from delivering the entire box and suffice only by handing over the watch to the customer without any accessories?
Regarding your question, yes. However, it is both the watch center portion and a new silicone band that are given.
