Its the difference on calculating over a time period. Load focus takes the last 4 weeks into account and acute load takes only the last 7 days. So if you stopped your hard training a week ago, you will have this effect. Try to find your own training load in this case based on your goals, because these suggestions are contradictory, as you already pointed out.
