I have a problem with the heart rate refresh rate. After 8.37 update, it was changed from once per minute to once a second which results 2 times faster battery consumption. Does anyone have a similar problem?

Where do you observe this refresh rate change?
On the built-in Garmin watch faces. Heart rate is refresh every second insted one per minute.
Where have you read that it changed? Refresh rate has always been closer to 1 second, 1 minute is too infrequent to demonstrate any accuracy
Not on the watch faces, though.
Sampling to log/app is still every second but on the watch face changes were made every minute, not every second. Now screen refresh second by second drain battery.
I see the same issue, on 8.37 for the default watch face the heart rate is refreshing every second whereas previously it would update once per minute to preserve battery
On my stock watchface it has always been about 1 sec refresh and I see no battery drain issue?

Heart rate on my Fenix 7s (8.37) refreshes every second. The frequency was lower previously. Not sure if this creates a battery issue - I'll have an eye on this.
Update 2022-06-21: I monitored this for 4 days and I could not notice any significant change in battery consumption.
Update 2022-07-06: The battery consumption of my Fenix 7s increased about 20%. I charge my watch every week and before 8.37 I had about 30% left after a week. For the last 2 full cycles it was 15-20%..
I also noticed this. Are you positive that there is 2x battery drain though? I haven't seen much of a difference so far, but only had 8.37 since yesterday...
In my case battery drain is 2x faster, 1% was in about 7h now in 3h.
