Not sure whether it’s down to the banks or Garmin. Not sure there are any banks here in NZ on Garmin Pay. Took look enough to get Apple Pay here.

I spoke to my bank who basically said what is garmin pay!
I wouldn't be surprised. I would think, since most bank cards are backed by Visa or Mastercard, it would simply be a matter of your bank asking their Visa representative to support Contactless Payments. Well... at least someone high up in the organization who would be willing to listen to you and have the authority to make those decisions. On the back of your card, does it have a Visa logo or anything?
They are all visa. I'd have thought if it was up to visa they could work with garmin and support it for all of the banks if that's the case.
Does your physical card have the sorta universal contactless payment symbol? I think they just need to up their standards. I mean, it's really a many part process. The bank has to support contactless payments, the local merchants need to have machines that support them too. It has been only maybe 4-ish years ago before I saw contactless payment card machines mostly everywhere here and then my major financial institutions eventually rolling them out as they issued everyone new cards. But the local bank teller probably won't know what any of these are. I mean there is Google Pay, Apple Pay, Samsung Pay, Garmin Pay, Fitbit Pay... and so on. I'm not sure if any of it is necessarily proprietary. Just putting a brand name on the same NFC contactless payment standard. So if the machines support 1 namebrand one it probably supports them all.

All cards support contact less payments as do all shops etc. I only ever use my phone to pay for things. Just garmin pay isn't supported. Seems garmin needs to get their act together and speak to the banks!

Until you have no access to Garmin Pay (because your bank and/or card is not supported) you might consider Curve or Revolut cards or any similar. Before my bank started to support Garmin Pay, first I used Curve card (available for UK and EEA residents) in Garmin Pay backed by one of my bank accounts. Then just out of curiosity tried to add my Revolut card (available for legal residents of EEA, Australia, Singapore, Switzerland, Japan, the United Kingdom and the United States) and it worked perfectly. Both companies sent me physical Mastercards that support contactless payment.
I'm with Santander in UK, Garmin Pay works great...
