I think the phone alert is a good idea, but the chirp on the watch would only be good if you where right near the watch, in which case you would see it is charged.

Not for people that don't have the phone connected that often, especially during charging there is no point to connect it with the phone. 

This was here with F6 too, nothing changed...

Actually no, I for one have never sat staring at the watch waiting for it to fully charge to 100%. I wonder how many people actually do especially as the 'experts' on here advise against fully charging to prolong battery life.

There might be a case for having some notification of watch charge state on the phone but really, I can't see much value in such a notification. However, YMMV in which case contact Garmin through their Features and Ideas link and ask. It's got as much chance of being implemented as any number of other things that some people find useful while others have not.

If you don't want to charge it to 100% its even more important for the watch signaling you its reached your desired percentage. So you don't have to sit there to not miss that 80% mark.

Also you can't charge it to 100, Garmin is not showing you the full capacity, they are keeping a reserve for longer battery life.

minimum battery charge reached

Please add an optional system alarm that is triggered while charging as soon as the battery surpasses a configured minimum charge. This is especially helpful for multi-day activities when multiple users/devices have to share a power banks.

Excuse me, but where did you get this info from? About a reserve of capacity 

I don't remember, it was somewhere in the forum (not the F7 section, much older). Someone took the watch apart and measured the battery in different states.
