Where these numbers confuse me is that Garmin recommends putting the watch out in the sun for hours on end to take advantage of the full and direct sunlight.

Maybe it's the Australian sun that is stronger than everywhere else but if I left my watch out in direct sun particularly at this time of year the watch would easily make it to around 100 deg C.

Is the consensus then to only charge on your wrist as you are doing an activity? 

I wouldn’t leave it out under the direct sun without being on wrist. It needs fluid dynamics to play it’s part in heat transfer. 

Maybe put it in a shallow plate with water to prevent overheating while in the sun ;)

I don't recommend you to do that as one of the problems of solar panels is that they get very hot and therefore, they need a cooling system. When they get really hot its efficiency drops. A technique which is used in really hot places, is placing the solar panel in front of a mirror, so the sun beams are reflected and the mirror can heat water for another use, for example.
