It means that the software is being rolled out in phases over the air (Garmin Connect Mobile). By the time it reaches 100% you should have it. You could always try connecting to Garmin Express and seeing if it's available there.
If you still don't have it then you'll need to check to see whether or not you have an APAC watch. Software updates for APAC watches typically lag a few months behind other versions.
It's only an issue if you have an APAC (Asia Pacific) watch as opposed to a ROW (Rest of the World). Usually sold into the Asian market because of the character based language but sometimes purchased from global sources like Amazon in error. FWIW I'm in NZ and have always had ROW watches.
There's something too look at in the Garmin.xml file but I can't remember what it is just now. Have a search through he forums for APAC. Something'll turn up.
The number somebody mentions to be found in the CIQ SDK is I think the one you can find in the .xml file to determine what you have. Then again, I might be wrong.
That would be my take. If you buy local you 'should' logically be ok. I suspect most of the problems occur with purchases made over the interweb or in non-ROW countries such as China, Japan...
