That temperature is the local weather temperature, not the watch's measured ambient temperature. You will need to add the Temperature widget to see the watch temp.

What you are seeing is the weather app that reads from the nearest weather station.
The get to the ambient temperature you can add the temperature widget. It will be affected by your body heat when wearing it.
