Yes, that's how it should be. If you have data from an older Garmin device, it is stored in your Garmin Connect account. You just need to add the new watch to the same account, set it as the primary tracking device, and it will continue adding data to the old ones.
That's what I did, the only data not to be returned to my new watch is the odometer.
Not sure what you call odometer, but if you mean steps, then Instinct counts them each day from zero, so there is no point in sending past data to it. You can find your totals in Garmin Connect. If you mean the graphical output of the last 7 days on the Steps widget, then it will fill within a week.

It does not look like. The odometer is a device-based, similarly as at a tacho in a car. Use Garmin Connect to look up your totals.
Better told, you could perhaps edit the file //GARMIN/Totals/Totals.fit with a suitable tool (for example the FIT File Repair Tool migh perhaps work), but it requires certain level of experience with hacking the FIT files.
