Step count resets at 23:00 and starts to count from 0, not at 00:00.

The same bug is noticed, first time after the latest DST on Garmin Instinct which is 1.5 years old and did not noticed this problem for earlier DSTs.

I am currently having the same issue with my instinct.
Me too. Steps reset at 23:00 for me. I also notice that while my watch 'seems' to sync, when I look at my profile=>about and scroll to the bottom it says that my Instinct last synced on Oct 29. I also see no steps on any previous day in the Connect app and no activities since then either. The watch is definitely not pushing data up to the Garmin app or cloud or whatever.
