When I manually enter the current pressure in my Instinct, it says "at sea level".
If I'm not at sea level, should I enter the atmospheric pressure I read on traditional barometer or do I have to adjust it to sea level?

It depends what pressure your barometer shows and how it was calibrated (if at all). If it shows the MSLP (Mean Sea-Level Pressure), then you can use it directly. If it shows a raw absolute (uncalibrated) pressure, then you need to adjust it. It may be safer getting the local pressure online from a weather station near you. They usually give the MSLP.
