Well, I never used, so do not know whether it really works, but the option is there on Garmin Instinct.
Long press the Menu button » Settings » Sensors & Accessories » Wrist Heart Rate » Broadcast Heart Rate and also Broadcast During Activity.
You can do it quicker, when you press the Menu button when on the HR widget screen. And to access it even quicker, you can assign the Broadcast HR fuction to a hotkey in Menu » Settings » System » Hotkeys.

OK, I see. Well, Instinct already sends the HR (and other data) over BT to the phone, but that's using a proprietary protocol, and you would need to use the Health SDK to read it. Anyway, I am unsure whether you could connect more than one device to the watch over the BTLE. In theory (from the point of view of the technology) it is possible, but often not supported. I am not aware of any other Garmin watches broadcasting HR over BT, so I think it is unlikely it could be enabled on Instinct.

A misunderstanding. I'm sure OP meant broadcasting of live HR data comming from the built-in sensor. The instinct can do it over ANT+ only.

Yes, that's what we wrote. As I told, enabling broadcasting over BT is unlikely, though it is available over ANT+. And if you need it for a system you develop yourself, it is possible to read the HR over BT with the help of the Health SDK.
