Not possible on Instinct (without hacking the firmware). Custom layouts, symbols, and apps are available only on the recent models supporting the Connect IQ technology, and Instinct is not among them.

The only way you can customize the pictogram, is copying one of the existing activities (i.e XC Ski) when creating your "Snowshoeing", insted of creating it from the scratch as a new activity. When you create the new activity on the basis of an existing one, it will keep the original pictogram too.
And in fact there may be also some other possibilities: the sports available on Instinct are defined in the files of the folder //GARMIN/Sports, so if you manage to get a file from another model for snowshoeing, that is compatible with the Instinct format, you could copy it there.
Another possibility is hacking the fit file yourself - if you are a coder, there is an SDK for the FIT file format available, so you could extract the bitmap from it, and modify it to your liking.
