No specific source, it all depends on where the cell tower is drawing the information from. It may also draw it from location weather stations based on the town/city.
Yes, GCM has to be “active” and it’s the program that gathers the information from cell towers.
If you’re on iOS, download PWS Monitor and it can show you local weather stations around you.
app is Always on in the background. when i had my Fenix 5, as soon as i start the widget on Watch gps Icon start i the corner on the phone. but with my instinct this dosent work. have to start gcm every time i want the weather to update
Honestly, that doesn’t sound right. There’s a failure to communicate between the Instinct and GCM. Are you getting notifications on your Instinct without hiccups?

Yes notifications works great even when gcm is not running in the background. Called garmin support. They will look at this
One other suggestion, if you haven’t tried it yet. Delete your Instinct from GCM, restart your watch, then re-add the watch to GCM and see if that’s the problem. Other than that, the only other option is to completely delete GCM from your phone and re-install.
This is completely a GCM issue and not the watch or you’d have problems getting your notifications.
