Much easier to use Garmin Express, if you are already connecting through the cable - the EPO gets then downladed automatically and from the official source, at each reconnect.
Epo expired. Watch alway connected to phone. Sync 5-6 times per day. Whats wrong?

Only way I got it to work was to connect to my house's Wifi. After 30 seconds it said "transferring" and when I checked in Settings > System > About it had been updated.

This a froum for Instinct, and since I also own an Instinct, I cannot tell whether it works in the same way with Fenix 3HR, but on Instinct the EPO is updated every time when connected over the USB and checking for updates through Garmin Express. And it gets updated over Bluetooth from Garmin Connect on the phone only when the EPO is expired, you are outdoors, start a GPS activity, and have Garmin Connect on a phone nearby with working mobile data, and the GCM app connected to the watch. The GCM app must be allowed to consume mobile data in the phone settings, of course.

Garmin Express does not work on my old Windows. And I hate all that automatic downloads, which knows better than I what and when I want to download.
"This reply was deleted" - WTF? O.K., could be found by search of "file named EPO.BIN" or "Fast fix for the fēnix" .
The web does the same what Garmin Express, it downloads EPO.BIN from the same source and just resend it.
