Garmin Pay Issue on Instinct Crossover - Can't re-add visa card - Authorisation failed

Was working fine for many months and went make a payment which caused an error.

Watch showed that I had to delete and re-add the card. I deleted and then tried to add it.  I go into Garmin Connect, then Garmin Pay, then add card.

The card I've recently deleted then comes up.  I select that then enter the 3 digit number it requests.
It then errors with a "The Authorisation of this card has failed. Retry Later".

I've tried by ignoring that card and adding a whole new card by card number, but once the details are all in it just says the card already exists.

Have tried multiple times, reset watch, reset phone, checked that everything is updated but nothing makes any difference.
