I'm sure you are enjoying the additional clicks generated by those following your link, but it does not answer the OP's question. The battery symbol in question is not on your linked page.
If you use Battery Saver mode enough, your battery gets to a certain point it is telling you to not charge it. Since that top right window is smaller, it shows the line through the battery vs. the infinite symbol that is also seen when the same thing happens.
