Garmin Express (Win 10) Solar Intensity Graph not uploading data via USB

Noticed that when attached via USB cable to Win 10 laptop, Garmin Express fails to upload the solar intensity data to Garmin Connect (website). However, Bluetooth connection via Android Garmin Connect works as intended. It actually uploads the data missed by Garmin Express. Did anyone else notice the same? It cannot be the USB cable as the rest of the data uploads properly. Wondering if that is a bug in Garmin Express.

Garmin Express 7.7.1.0 on Windows 10 via USB. Cable is on USB 3 port but I will also try it on an USB 2 and see if that makes a difference. Again it works fine with Garmin Connect on Android via bluetooth.
