It appears that I can’t set a waypoint on the map without being at the location. Why can’t I set a waypoint at a point distant to my location and then navigate to it?

I do not remember how this works on legacy devices. In general, if you pan the map and then mark the waypoint, the waypoint is marked at the location of the pan pointer, NOT at your current location.
YMMV. Again because I don't have an active legacy device with which to test this.
I am not familiar with a “legacy device”. My device is a Garmin InReach Explorer +, version 3.5
Figured it out. Go to location on the MAP screen, hit enter, go to LOCATION INFO, hit enter, go to MARK WAYPOINT. It is important to note that if you want to mark a waypoint at your current location be sure you have not moved the cursor away from it. It will place the waypoint at the cursor not your actual location. I am learning the hard way.
The SE+/Explorer+ are devices that were actually designed and manufactured by DeLorme before Garmin bought the company. Unlike the newer iR devices (for example, the GPSMAP 66i and the Montanan 7x0i), these devices are not full members of the Garmin ecosystem. For example, you cannot use standard Garmin maps on these devices. Their maps are in the old DeLorme format.
That said, the legacy devices have certain advantages. They tend to have better (in some cases, much better) battery life than the newer devices. They also tend to weigh less. Weight difference is not so notable vs. the 66i, but it is very noticeable vs. the 7x0i, which is more similar to an automotive device.
