Is it possible to restart a suspended inReach subscription using the device . ie if there is an earthquake and the internet is out and my subscription is suspended can I use the device to restart my subscription during an earthquake emergency.

AFAIK, this is not possible. The device won't do much of anything with regard to iR communication without an active subscription.
