gpx file only contains a record for every send interval

I have my send interval set  to 10 minutes and my log  interval to 1  minute. 

I assumed this meant a point record was written internally to Garmin Mini 2 memory every minute, 

and that every 10 minutes it would attempt to send those 600 points to the satellite.

When I download the gpx file from Garmin Explore, there is only one point record for every 10 minutes.
