I believe you might be confusing the Auto Off setting under External Power with the screen timeout under Display.
The Auto Off setting controls what happens when external power is removed. Typically, this is only useful if you use the device in a vehicle, plugged into vehicle power.
The Timeout setting controls the time which the screen remains on after your last interaction with the device. Values ranges from 15 seconds to Always On.
Note that the only power-saving mode on the Mini is Extended Tracking. This mode is only effective when tracking is enabled. It puts the unit to "sleep" between sent track points, disables logged track points, turns off Bluetooth and disables message checking. Although the documentation does not say so, I believe it also turns off the screen. Not sure about the ANT+ radio.
You can accomplish most of those things individually through various settings. The exception is message checking, which will occur once an hour and cannot (AFAIK) be manually disabled. This can be a real battery hog if you are travelling in challenging conditions. The unit will (re)try very hard to check for messages.
Thank you so much. The TIMEOUT doesn't turn off the screen though, it only turns the backlight "off" leaving the screen on. My screen is always on. I'm assuming it will only go off if I turn off my device.

The screen uses no power if the backlight is off.
I have "Brightness" turned off. Screen stays on.
The screen itself never turns off. Only the backlight turns off. The screen is designed to be visible in direct sunlight without the backlight. Only the backlight uses power.
