Mini doesn't have maps, so no you can't buy maps for the mini. It can only "Navigate" a trackline made somewhere else.
I didn't pose my question properly: "Do I need to purchase a map of NW Canada for my iPad, to use in conjunction with an InReach Mini?"
I would still say no you don't need to. There are many websites that let you make a track to put into the Mini. One that is included in the purchase price of the mini is https://explore.garmin.com. I don't know how well this one works with the ipad, but there is also the Explore app that is available for ios.

You may still find it lacking. Note the Explore site has an OpenStreetMap layer, which may have more roads/trails in your area.
I'm going to be hunting in an area with no human trails. But I want a map with decently closely spaced contour lines, like the USGS 24K maps.
At least in the Android version of the Explore App, you can download local areas of Topo North America, as well as Open Streetmap and Color Area Imaging. My area has 5 different layers downloadable for no additional charge (access included with purchase of a Mini, and some other Garmin devices)
