No. At least, not in the sense that I think you mean. There is no "app" for Windows.
As the account holder, you can use the inreach.garmin.com web site to view all messages sent/received by the device. You can also send messages to the device.
If you permit it, MapShare users can see messages sent to the MapShare "address" and send messages to the device.
