Thanks for your investigation.
Powermeter has nearly full battery, changed only 2 weeks ago.
Power meter dont have BLE connection ( BlE can be connected to moble phone apps only , not to fenix 5. As some BLE can only be paired with one unit, I make sure that power meter was not paired with phone before).
Yes, there were multiple occasions where power meter report cadence only but not power ( I notice live on fenix 5 display ). Two cadence reports of power meter from those two activities, with or without HRM pro
I will try to remove and reconnect again with with version 25 fenix 5 software again today ( Already did those stuffs dozen times before).

To prevent power meter's NULL algorithim kicking in ( minimum cadence input in 4iiii is 30 rpm and smoothness is set in 3 secs), I tried to ride as smooth as possible and tried not to interrupt longer than 3 seconds. However, I saw live on fenix 5 display that both power meter and cadance randomly dropped out for a certain period.
This power meter reading with Hrm pro is much better than the previous one but according to my experience, the random drop in power meter connection is less just after reset and then keep get more and more later.

Stop suggesting device reset/reformats to fix problems, that is nonsense and wastes so much time to reconfigure everything
Also firmware downgrade won't do a thing, it's a hardware problem.
I've had this dropout problem for years with my Fenix 5, it's a known problem because the antenna on the Fenix 5 sucks
Garmin refuses to acknowledge that because they'd have to recall thousands of watches.

Stryd had to radically amp up their broadcast from the pod specifically for the Fenix 5
All my exercise bike rides look exactly like this post with drop out, delays to connect etc.
I had to buy the HRM-TRI just to use the "download after activity" feature to get the proper HR without dropout.
Unfortunately they don't make cadence/speed sensor with save-download like that.
Just to add something useful to this thread, here's how I radically reduced this kind of dropout problem on my Fenix5 even though it's not completely solvable because of the bad antenna/receiver hardware in the Fenix5 they fixed in later models:
The logic with all these small settings is to keep the Fenix5 in ANT+ receiving mode, never give up on the radio to power-save, and also never breakaway to bluetooth which shares the same frequency so I think once it "let's go" of the ANT+ devices to scan bluetooth it does a poor job of finding their signal again.
1. make sure the SYSTEM setting is set to EVERY SECOND recording and NOT "smart recording"

2. make sure ACTIVITY setting for power-save timeout is set to EXTENDED

3. make sure NO DATA SCREENS for the activity connect to bluetooth devices, ie NO MUSIC CONTROLS datascreen
that's a biggie, if any datascreen is looking for bluetooth devices like the built-in music controls, it tries to scan and swtch away from ANT+ to bluetooth and back and it causes dropout and sometimes never finds the ANT+ devices again, I think they fixed that on the Fenix6 and up but the Fenix5 is broken in hardware so they can't
4. if all that is not enough, try turning OFF the bluetooth smartphone connection before you start the activity

5. make sure you see all the ANT+ devices connected before you start the activity, either the icons stop blinking or the datascreen shows data
Using all that I can get the dropout down to maybe 1-2% on an hour ride.
I -still- have to download the HR data afterwards from the HRM-TRI because there is definitely data dropout. From their own Garmin device like a foot away from the Fenix, because the receiver is so poor/broken by original design.
The HR download option is at the bottom of the activity summary before the "delete" option if you've never used it before. The strap has to be worn to download the data because otherwise it goes to sleep.
Garmin is going to tell you to reset to factory settings and/or rollback firmware, don't fall for it, that's their lazy answer because they can't fix the hardware and it's easier to force you back to defaults without extras.
