Pairing Failed on first set up.

Hello, 

I just purchased a new (Well new to me) Fenix 5 Plus and it will not connect to my iPhone 11 Pro Max. I am on the first boot up screen and the phone does not detect the watch nor does the watch detect the phone. This is very frustrating. I have tried going through the setup and then selecting "Pair Phone" from the menu and that still does not work. I have tried a hard reboot on my phone and watch, nothing. I also tried connecting the watch to my MacBook Pro via "Garmin Express" to see if maybe it needs a firmware update, which it did download some Map updates but that still did not allow it to connect to my iPhone. Im stuck. 

My iPhone software version is 13.6, which just released today. I understand this watch is 2 years old now but it's strange that it does not connect at all. It just came in the mail today so I guess I will return it. This is my first Garmin product but this experience has not been the best to say the least. 

If you have any idea what could be going on please comment.
