Try reset Fenix and Iphone .. after that Pair the phone again on your Fenix
I had to turn off /on Fenix and Iphone and Pair again on the Fenix .
I think it's an issue with the latest version of Garmin Connect which dropped on the 17th. A few of us in the Fenix 5 Plus forum noticed it as well. I've been lucky and gotten it to sync here and there, but it's not at all reliable, and I have to force it manually (after restarts of Bluetooth on phone and resetting watch).
I am same issue and can't sync the run data from fenix 5x to iphone 11 pro that is ios 13.1.3. I try to reset my fenix 5x to factory and pair again. Its work one time but after another activity, sync failed again.

Weirdly I have no problems with iOS 12.x and Fenix 5x, but... Edge 520 Plus stopped syncing with Garmin Connect on iOS 12.x. Seems to drop bluetooth connection and unable to recover. I have to reboot the phone to get syncing back to working. Please not I'm referring to iOS 12.x version that didn't have these problems in the past. Problems started after I updated Garmin Connect.

Mine is not syncing either with iOS 13.1.3. It is working through a cable to the computer.
