"Stable" to Beta release relation

Does a higher version of Beta release cover all the stuff of a lower version Stable release? To be specific, currently 13.51 Beta is available couple of days and today the 13.40 Stable is announced. However, the content of the Stable changelog is not a part of the Beta changelog. Are the software branches independent?

It's been like this a couple of times in the past. I think that that the stable cover part of the beta with low risk fixes.

yes it would be really nice to have an release number sorted "workflow". (allways higher numbers on the new releases).
