I usually swim with my Fenix 5 paired to HRM-Swim chest strap but this activity doesn't increase number of intensity minutes, why?

Only live HR is taken into account when detecting intensity minutes. When you download HR data post-workout, it's already too late for the intensity minutes algorithm to kick in.
It's really a pity since i use to train 3 times a week in the pool... Very disappointed!
I am in the same boat. Basically makes the intensity minutes a useless feature/piece of data for those of us that swim. Would be great if Garmin could do something to change this however I have seen many posts about this and no changes, I'll save holding my breath for when I'm in the pool. It's a pity because my polar recorded this when synced to google fit.
Didn't you know Swimming isn't a sport. SO ridiculous. The rule anything qualifies for intensity is heart rate. This is just stupid.
I called and talked to them. They couldn't believe this was true, thought it was a bug, then confirmed through the dev that it isn't being counted. Then said something about Golf would be added next if people complained etc. I was like, if a guy is working his butt off at golf with a high heart rate, he should get intensity minutes for that too. Just stupid to exclude certain activities.
