With respect that thread is about a totally different issue "Cannot connect to the Garmin Express Service" - and the release notes don't seem to show a fix for this, or more pertinently a fix for the map update issue as you are a mod it would be good if you could get some useful feedback from Garmin themselves on this.
Updated Garmin Express on my MacBook Pro to 6.10.0.0 today, following that, the update installer flawlessly
can you please report the map version you see with basecamp? Cause I've just chatted with Garmin UK assistance and their version is there is no Western Europe 2.0 maps, it's just a ghost update Well according to basecamp I'm on Topo Active Europe V.3.0 (the reported name on Basecamp are slightly different)

I can try to assist further, but my "moderator" status doesn't give me special access to Garmin and their support staff. Also, this is really a user forum. Occasionally Garmin employees will respond and assist, but this should not be expected. I know you have several posts on different threads, but I couldn't see where you've lately contacted Garmin support via Garmin's official support channels (phone, email, chat). Maybe you have, but I couldn't find it.
