Reconnect to Garmin Express, and the 2nd update should proceed (although there can be a delay of 15 minutes or so).

There is no way of "finishing" (i.e., "upgrading" GPS from 4.40 to 2.3) without connecting the Fenix to a PC? Mine got the FW 11 through Garmin Connect (on Android).
i'm pretty sure you can upgrade through GCM. But I'm not sure how frequently GCM checks for updates (it might be only every 24 hours or so), and transferring the download to the watch takes time.
The advantage of Garmin Express is that it checks for updates each time you plug it in, and the transfer of the software patch itself is fast. So if you want to know it has worked, use Garmin Express.
But if you see GPS 4.40 (!) (ie. with the exclamation mark), it should update - eventually.
