No aerobic benefit?

I did a 90-minute cycling workout today that averaged about 75% of max HR.
FWIW, in terms of power zones, Training Peaks says that 43% of the workout was at endurance power, 24% at tempo and 10% at sweet-spot.
In terms of heart rate, 80% was at endurance and 20% at tempo.
Garmin Connect says it was 0.0 aerobic training effect: "This workout had no effect on your cardiorespiratory fitness".

Yesterday, I did a 60-minute run that was at 73% of max HR.
Garmin Connect says it was a 3.2 aerobic training effect.


How can a pretty solid 90-minute cycling effort have 'zero' aerobic benefit, when a 60-minute run had a pretty meaningful improvement (according to Garmin Connect)?
