I'm guessing you're wearing your watch at night. If that's the case, it'll take an average HR over a 4 hour period (as I understand it) and use that as your RHR. It absolutely will not update during the day to be anything less than that. A few FW revisions ago Garmin got rid of the ability to restart your watch so that it would automatically take the lowest HR value for the day as your RHR.
Since I wear my watch at night (just for the vibration alarm) I have to turn off the HR at night to avoid this issue. If I don't do this the watch will typically report my RHR as being 48-50, while my actual RHR is typically 38-40. That makes a massive difference so far as training my HRR is concerned.
I've emailed the beta team regarding this (haven't heard back), and am really hoping they at least put in an option to select whether or not you want the watch to use sleeping HR values as the RHR.
