Seems likely. Alert tone is on on my watch (and I get the alerts). It behaves the same way regardless of whether I use the watch's interval function or a "My workouts" on GC.
Have you tried to switch alert tone on to see what happened?
I had the same scenario with my FR620 before, and the same happens with my F5. If you turn on alert tones, you get a beeping alert 5 seconds before (5 beeps, 1 beep/sec), but no vibration until the interval actually starts (bear in mind same will happen 5 seconds before the interval ends and the rest starts, it happens on every step)

I just noticed I don't have the countdown on my F5 that I used to have on a 220. Could you tell me how to turn on the the countdown warning on an interval session?
You should just enable Alert Sounds (at least during activities) and it should give you that countdown. What's important is that said countdown is audio only, the watch will only vibrate at the interval change as it did in your FR220. It should be Settings - System - Sounds - Alert Tones
