It seems that whilst the Outdoor/Fenix side is significantly more 'forward leaning' with its public beta releases than the Forerunner team, the Fenix team like to be absolutely sure about a general software release. With the Fenix 3 beta programme, it was quite normal to see a 'candidate' general software version released as a beta for a few days before general realease; I assume to be extra sure the final version is OK before general release.
Why do you expect them to be the same? Just because the devices are similar does not mean the firmware releases will be in step.
I can see how the 5X would be on its own track given its mapping capabilities. The 5/S and 935, though, are functionally identical as far as I can tell (based on direct experience with F5 and 935, haven't tried a 5S)
There are a few little differences, not being able to disable the 935's lap key being the only specific example I've come across.
So I lean towards agreeing with Philip here, in that there are just enough differences that the releases might not be perfectly in step. However, they're clearly making an effort to keep them broadly in step, given that pretty much everything in the 5/s 3.30 is in the 935 3.30 (including the Boating app, apparently, though it isn't mentioned in the release notes).
