I've recently received a refurbished 5 Plus. When I replaced my old watch in Garmin Express, it downloaded new firmware but shows no new maps. The watch is stuck at 2017.30. Has anyone encountered a similar problem?

If you have not invested too much time and effort in personalising the watch, you could try a factory reset.
I understand there is a file on the watch which tells the Garmin servers what region it is from and therefore what updates it is entitled to. If this file is corrupt/damaged a factory reset may restore it.
There are many free maps available for Garmin devices based on OpenStreetMap. One that may be useful for hiking is OpenTopoMap at https://garmin.opentopomap.org/. Links to many more can be found at https://wiki.openstreetmap.org/wiki/OSM_Map_On_Garmin/Download.
Garmin has withdrawn availability of the TopoActive Europe maps from Garmin Express following the shambolic release of 2021.10 maps that were first wrongly identified internally and then wouldn't fit the 5 series watches at all.
Unfortunately I deleted the maps entirely from my 5X+ as there were some problems on my watch and now I cannot replace them at all. I can download new golf maps every day, but European maps have gone. I've exchanged messages with GARMIN - CHRIS and there is no timeframe for resolution. Garmin has screwed the pooch and are in no rush to fix their mistake.
The crazy thing is that the maps fit on the 5X+ so there was no earthly reason to pull them.
