Is there an configuration or app for heart-rate based intervals? I don't want time or distance. I want to set an "upper band" and a "lower band" or a "target range or whatever. Is there a way to do this?

Have you tried the workout builder in Garmin Connect. You can set target ranges for you heart rate during each interval step. You can also use heart rate to define the duration of a step, as in "Run until heart rate exceeds x BPM, then automatically progress to the next step".

No, I am referring to a functionality, which is already part of Garmin Connect. You don't need to download anything.

It's not clear from the UI how the segments behave if configured to use HR, but I suppose I can test it all out. For example, if I set:
RUN - DURATION [HR: 150]
RECOVER - DURATION HR 130]
...it's not quite clear if this means
"run until you hit 150, then
get an alert to recover and hold that recovery to 130, then
you'll get an alert to run again until 150."
