I've noticed that the "new" map around my home doesn't have changes I made to OSM in April 2018. I'm a bit baffled that Garmin delivers a map that's almost a year old already.

It's why I always use OSM maps other than the Garmin ones :)

Does anyone know if there is a minimum free space requirement for the Topo Active 2018.20 update to be shown in Garmin Express? I have approx. 6.4 GB free space and I don‘t see the update at all.

I checked again in in express and no map updates, stil 2017. So FTS, I've uploaded OSM + contour lines and live's good.
