Yet another bug - Battery level stuck at 15% since 8 hours

My battery level ist stuck at 15% since approx. 8 hours of operation in smartwatch mode. Never had such an issue before. Firmware version 4.64. I'll keep on observing that bug...
I had this happen again last week setting up a new F5+. But haven't seen it since (or consciously observed it, which is I suspect many of the bugs here, minor enough that many people don't notice but they are ANNOYING)
Adding further discovery: if I charge from an Apple iPhone USB block, or a USB Block for the HTC Vive Controllers, I get a stuck battery. If I charge from my Anker Powerbank, it charges to 100% and doesn't stick.
I have also has issues with stuck battery %. The funny thing is, that it's both ways - both charging and discharging. Something strange is going on so that the charging percentage is not updating. Sometimes I get quite rapidly falling battery percentages (typically after an activity) for then to suddenly "flat-line". I have notifications on but it does not seem related to the number of notifications I get.
Ok so here are my steps for when I charge my watch. Watch: Fenix 5+, BT always on, full time notifications, WiFI on. Charger: Anker 40W/8A 5-Port USB Charger PowerPort 5
Plug in the watch give it 2-3 hours see that it will be at 100%, take it off charge press and hold the power button till it turns off, turn the watch back on check the % normally around 95-96%, put it back on charge for about another 2 hours, take it off charge press and hold the power button till it turns off, turn the watch back on and around this time it will be 100%. So normally it takes about 4ish hours to charge the 5+ where as my 5x would take about 1 hour to charge from dead to 100% (true 100%)
Around 1-2 hours after taking it off charge it will drop from 100% and act normally from 99% till time to recharge (as long as I don't use a GPS activity, then it's a crapshoot cause the 4-7% drop post activity battery drop).
Do this every 7-8 days if I use it 2-3 time with GPS 10-11 as smart watch only.
Definitely takes far longer to charge than a 935. Also discharges much faster, especially during an activity. With the 935 it would charge at about 1% per minute. The Fenix 5 plus seems to be at least 2-3x slower than that for me.
Easy way to reproduce that works everytime, charge the watch to 85% and then observe the drain in watch mode, it will stay at 85% battery level for about 3 days without moving.
This is easy to reproduce and I'm surprised that Garmin can't reproduce it in house, as I can 100% of the time.
