The easiest, for a non-programmer, is using a watch face builder like the one at https://garmin.watchfacebuilder.com/
Otherwise, you can use the Connect IQ SDK from Garmin: https://developer.garmin.com/connect-iq/overview/

The companion design app can be used to create the watch face on the watch itself and is rather easy to use.

and i noticed that there are only digital watchfaces. analogic are not possible with this app?
Analogic watch faces are possible using type "hand" dials (the height parameter sets the length of the hand).
There is only one possible hand shape though and having dials to mark hours around the display is quite cumbersome.
