Since I’ve seen no comments in the forum of users having problems with the release candidate. I’ll go out on a limb and say they found something in their internal testing that is keeping them from pushing it out.
It is 13 days old now. It is not long. Typical time for a beta or a RC to be released is 2-8 weeks, at other models, but it can also significantly longer. The software must pass numerous tests, before being released. And the feedback from beta testers is also not always instant.
My APAC model is still running 14.80 out of the box and unlike US model, there is no web page where updates are posted. Have to patiently wait for one to appear in app's Notification icon.
