Many OSM Maps are routable. But I don't know which countries you need.
I have not tried this lately. OSM maps in Garmin format can be used on the device. Whether or not they are routable is an open question. Garmin seems to be heading in the direction of not allowing routing via non-Garmin maps, at least for road routing.
There are a number of sources for downloadable OSM maps in Garmin format. Personally, I like this one since it allows me to pick and choose the areas I want in the resulting map. http://garmin.openstreetmap.nl/
I have some OSM maps on my Montana 700, European maps, and it works fine. The routing information is part of the map. I hope Garmin doesn't block it.
If you have 700i, you have a preinstalled City Navigator, which is routable? Which kind of issues do you have?
Correction, I have 700, not 700i.
I was able to download a map from here:

and it seems to be routable. That part works. What I don't understand if I Have the topographic component installed. I did go into Configure Maps and all the maps there are turned on. I think the issue is, I don't have a 24K resolution map. Where do I find one?
Another question, do I install the map files in the microSD removable card or internal storage - what difference does that make?
Garmin Express is not showing any maps on the "Removable storage". While I have several there.
I would recomend to put those maps on your microSD card, in case, if something goes wrong and the unit would lock up with an OSM map. In this case, you can always remove the microSD card and the Unit will continue to work.
This is normal. Garmin Express will only show preloaded maps. All other maps won't be listed, while they are there.
